What Is Social Credit?

The Social Credit System was introduced in the 2000s. It was inspired by systems used in other countries such as Schufa in Germany and FICO in the United States. It is an extension of the systems which were in use before, like the credit rating system. It was formally introduced in 2011 by then Chinese Premier Wen Jiabao.

The idea of absolute control and surveillance of people’s behavior and performance was never considered and remains a controversial solution to this day. In 2019, China’s authorities admitted openly that they don’t like the idea. It was agreed upon that scores won’t be used as a ground for punishment and penalties.

Despite that, it cannot be said that China does not possess an all-encompassing means of control and surveillance. The Social Credit Score System is used for other purposes, but it has become a symbol of Chinese control apparatus which is done by other tools. It may be due to the fact of its recent internet popularity, as opposed to the Chinese institutions and systems which haven’t been widely recognized.

Social Credit – Myths Vs Facts

There are many misconceptions regarding Chinese society and politics. A lot of false information is spreaded either to create clickbait content or due to the bad and superficial research. Social credit memes have also played their role in creating an image of an absurd and dystopian nation, reeducating their citizens if they fail to meet expectations. It is good to have a laugh or two but it is also worth being aware of the factual state of the matter. Below we list common misconceptions about the system and respond with true information.

Myth: Social Credit Score Dictates A Citizen’s Place In Society

Fact: The only rating systems encompassing single people were experiments conducted by certain cities and companies. Citizens who took part in the experiment were rewarded by loyalty citizen reward programs for a high score. There is no punishment for low scores. What is more, integrating a nation-wide program which would dictate citizens’ place in society is probably impossible to do and unlikely to ever happen.

Myth: The Social Credit System Is A Tool Of Mass Surveillance

Fact: The system is mainly focused on business and marketplace. When it comes to single individuals, the system concerns such matters as debt repayment and their role as representatives of companies. In regards to these matters, only 0.2% of people receive penalties each year.

Myth: The Social Credit System Monitors Behavior Of Chinese Citizens On A Daily Basis

Fact: This is another misconception about the Chinese system. The authorities don’t check on its citizens and track the time they spent watching tv or playing games. No one is added on a blacklist for their behavior, habits, and life choices, unless they commit crimes or violate regulations. 

Myth: The Social Credit System Is High-Tech And Maintained By AI

Fact: The opposite is the truth. The system is mostly maintained by humans. No decisions are made by the AI and the digitalization is very limited. Any digital advancements made aim to improve data sharing. It will take a long time for the system to be considered high-tech.  

Myth: The Social Credit System Is Fully Integrated Into The Chinese Society

Fact: The system is far from being finished. The changes and improvements to the system are still being implemented. Even though it has been developed since 2001, there is a lot of work to be done, until it can be considered a stable and solid system. 2020 was a crucial time for the Social Credit System but it is estimated that it needs 10 years at the minimum to be properly integrated. The most important improvements which must be done concern information sharing systems, better legal basis, and unified standards.
