There are graded licensing programs for young drivers in every state and Washington, D.C., in the United States. In most systems, a minor must first get a learner’s permit and satisfy specific requirements to be qualified for an intermediate driver’s license before ultimately being accepted for a complete driver’s license, however, the precise requirements vary by state.

State laws often stipulate that for a juvenile to obtain a learner’s permit, also known as an instructional permit, they must practice driving for at least six hours and have written approval from their parents or guardians. In certain states, drivers over twenty-one are permitted to forego the complete tiered licensing system. In Colorado, a motorist over the age of 21 may, for example, apply and pass the exams for both a temporary and a complete driver’s license on the same day. When the motorist passes their scheduled driving test, they will be eligible to receive a full driver’s license if the tests are completed.
